Greetings, mighty Lords!

Scorching winds sweep through the summer heat, emerald fields stretch to the horizon, and the blazing sun shines across the vast battlefield as the armies stand in formation with soaring morale. After maintenance on June 24, we will bring all Lords a series of combat balance adjustments:

 

[Iron Will, Siege in the Sands]

1. [5★ - Legends - Lu Bu] Main Stratagem "Awing Fling"

Original Effect (Lv.1→Lv.10)

Target Type: Enemy Group (2 targets within Effective Distance)

Launches 2 attacks (DMG Rate: 60.0% >> 120.0%)that ignores Troop Type counter on enemy group and significantly reduces the Attack damage of the enemy hit first. Lasts for 1 turn. Targets determined independently

Effect after Adjustment (Lv.1→Lv.10)

Target Type: Enemy Group (2-3 targets within Effective Distance)

Launches 2 attacks (DMG Rate: 70.0% >> 140.0%)that ignores Troop Type counter on enemy group and significantly reduces the Attack damage of the enemy hit first. Lasts for 1 turn. Targets determined independently

 

2. [5★ - Shu - Chen Dao] Main Stratagem "Fierce Loyalty"

Original Effect (Lv.1→Lv.10)

Effective Distance 4

The damage caused by this Stratagem ignores Troop Type Counters and the target's DEF; launches an attack on a single enemy unit (DMG Rate: 140.0% >> 280.0%)and inflicts Hesitation, lasting for 1 turn; before Chen Dao's next action, for each Attack Damage taken by the target, Chen Dao launches an attack (DMG Rate: 40.0% >> 80.0%), with each target triggering up to 3times during this period

The damage caused by this Stratagem ignores Troop Type Counters and the target's DEF; launches an attack on a single enemy unit (DMG Rate: 150.0% >> 300.0%)and inflicts Hesitation, lasting for 1 turn; before Chen Dao's next action, for each Attack Damage taken by the target, Chen Dao launches an attack (DMG Rate: 60.0% >> 120.0%), with each target triggering up to 2times during this period

 

3. [5★ - Shu - Fa Zheng] Main Stratagem "Dark as Night"

Original Effect (Lv.1→Lv.10)

Increases the Launch Rate of Active Main Stratagems for 1 turn for a single allied unit by 60.0% >> 120.0% every 2 turns in battle. There is a 37% >> 75%chance to skip 1 turn of preparation if the Main Stratagem requires preparation

Effect after Adjustment (Lv.1→Lv.10)

Increases the Launch Rate of Active Main Stratagems for 1 turn for a single allied unit by 60.0% >> 120.0% every 2 turns in battle. The target is adjusted to all allies when launched in Turn 3. There is a 30% >> 60%chance (affected by SPD)to skip 1 turn of preparation if the Main Stratagem requires preparation

※The Hero Feature of [5★ - Shu - Fa Zheng] in the "Conqueror of the World" and "Hanzhong Campaign" Seasons will be adjusted to the following effect:

Increases the Launch Rate of Active Main Stratagems for 1 turn for a single allied unit by 60.0% >> 120.0% every 2 turns in battle. The target is adjusted to all allies when launched in Turns 3, 5, and 7. There is a 30% >> 60%chance (affected by SPD)to skip 1 turn of preparation if the Main Stratagem requires preparation

4. [5★ - Shu - Xu Shu SP] Main Stratagem "Breaching Offensive"

Original Effect (Lv.1→Lv.10)

After a Basic Attack, launches another Strategic Attack against the target (DMG Rate: 59.5% >> 119.0%, affected by Ingenuity), and there's a 20.0% >> 40.0%chance to inflict Berserk. Lasts for 1 turn. After this Stratagem is launched for the first time, increases the user's Strategic Attack damage by 2.5% >> 5.0% each time it deals damage, stackable for 6 times

Effect after Adjustment (Lv.1→Lv.10)

After a Basic Attack, launches another Strategic Attack against the target (DMG Rate: 65.0% >> 130.0%, affected by Ingenuity), and there's a 25.0% >> 50.0%chance to inflict Berserk on a random single enemy unit within a distance of 3. Lasts for 1 turn. After this Stratagem is launched for the first time, increases the user's Strategic Attack damage by 2.5% >> 5.0% each time it deals damage, stackable for 6 times

 

5. [5★ - Jin - Hu Fang] Main Stratagem "Casual Grace"

Original Effect (Lv.1→Lv.10)

Launch Rate 35%

Deal attack damage to 3 random Heroes other than yourself (DMG Rate: 10.0%). If the target is an ally, increase all damage they deal by 11.0% >> 22.0% (affected by Ingenuity) for 1 Turn, and have them immediately launch an attack on the enemies (DMG Rate: 80.0% >> 160.0%). If the target is an enemy, they randomly fall into one of the following statuses: Hesitation, Flinching, Chaos, or Berserk for 1 turn

Effect after Adjustment (Lv.1→Lv.10)

Launch Rate 40%

Deal attack damage to 3 random Heroes other than yourself (DMG Rate: 10.0%). If the target is an ally, increase all damage they deal by 11.0% >> 22.0% (affected by Ingenuity) for 1 Turn, and have them immediately launch an attack(DMG Rate: 90.0% >> 180.0%)or Strategic Attack (DMG Rate: 90.0% >> 180.0%, affected by Ingenuity)on the enemy group. The damage type is determined by the higher value between that Hero's Attack and Ingenuity. If the target is an enemy, they randomly fall into one of the following statuses: Hesitation, Flinching, Chaos, or Berserk for 1 turn

 

6. [5★ - Wu - Zhou Tai] Main Stratagem "Veteran Scars"

Original Effect (Lv.1→Lv.10)

After the battle starts, reduces the user's all damage taken by 42.0% >> 84.0%. Whenever you take damage from an attack or Strategic Attack, the Damage Reduction Effect for this type of damage is reduced by 1/12, and protects all allies for the first 2 turns when in the Vanguard or Center position; each time you take damage, there's also a 50.0% chance to increase ATK, DEF, and Ingenuity by 10.0 >> 20.0. The effect is stackable and lasts until the end of battle.

Effect after Adjustment (Lv.1→Lv.10)

After the battle starts, reduces the user's all damage taken by 42.0% >> 84.0%. Whenever you take damage from an attack or Strategic Attack, the Damage Reduction Effect for this type of damage is reduced by 1/12, and protects all allies for the first 2 turns when in the Vanguard or Center position; each time you take damage, there's also a 50.0% chance to increase ATK, DEF, and Ingenuity by 10.0 >> 20.0. The effect is stackable and lasts until the end of battle. The first time the user takes damage, this effect is guaranteed to trigger and triggers 1 additional time

 

7. Dismantle the Stratagem "Volley of Arrows"

Original Effect (Lv.1→Lv.10)

Launch Rate 40%

Target Type: All Enemies

Prepares for 1 turn,launches an attack against all enemies(DMG Rate: 90.0% >> 180.0%), and significantly reduces the attack damage of a random single enemy unit, lasts for 1 turn

Effect after Adjustment (Lv.1→Lv.10)

Launch Rate 35%

Target Type: Enemy Group (2 targets within Effective Distance)

Prepares for 1 turn,launches an attack against the enemy group(DMG Rate: 75.0% >> 150.0%), and significantly reduces the Strategic Attack damage of the enemy group by 50% (affected by ATK), lasts for 1 turn

 

8. Dismantle the Stratagem "Seize the Initiative"

Original Effect (Lv.1→Lv.10)

During the first 3 turns, there's a 30.0% >> 60.0% chance to gain the following effects for that turn when taking actions: enter Combo Strike state, enter Troop Dividing state (DMG Rate 30.0% >> 60.0%), deal one instance of Attack Damage to a single enemy unit (DMG Rate 35.0% >> 70.0%). Each effect is decided independently

Effect after Adjustment (Lv.1→Lv.10)

During the first 3 turns, there's a 30.0% >> 60.0% chance to gain the following effects for that turn when taking actions: enter Combo Strike state, enter Troop Dividing state (DMG Rate 35.0% >> 70.0%), deal one instance of Attack Damage to a single enemy unit (DMG Rate 55.0% >> 110.0%). Each effect is decided independently

Effect after Adjustment

Bonus Attribute: Speed +32

Special Combat Effect: When dealing Attack Damage, recovers Strength equal to 10% of the damage dealt

 

[Govern the World, Grand Strategy in Hand]

1. [5★ - Shu - Liu Bei] Policy "Will of the People"

Original Effect (Lv.1→Lv.10)

Gain Soldier Conscript Quests at 12:00 and 18:00 every day and immediately conscript 750 >> 1500 Reservists for any Hero. For each Reclamation implemented by Force, the subsequent number of Reservists obtained by Will of the People will be permanently increased by 30 >> 60, stacking up to 25 times. Troops on standby outside of cities that have been appointed to join the Shu Faction can use the Soldier Conscript Quest

Effect after Adjustment (Lv.1→Lv.10)

Gain Soldier Conscript Quests at 12:00 and 18:00 every day and immediately conscript 750 >> 1500 Reservists for any Hero. For each Reclamation implemented by Force, the subsequent number of Reservists obtained by Will of the People will be permanently increased by 30 >> 60, stacking up to 25 times. 2. [5★ - Han - Liu Bei] Policy "Heroic Figures Flocking"

Original Effect (Lv.1→Lv.10)

When the Force implements Soldier Conscript Quest, gain an additional 150 >> 300 Reservists. After administration, the first Soldier Conscript Quest each day additionally recovers 10 >> 20 Stamina to all Heroes in the Hero's Troop

Effect after Adjustment (Lv.1→Lv.10)

When the Force implements Soldier Conscript Quest or Bandit Unrest, gain an additional 150 >> 300 Reservists. After administration, the first Soldier Conscript Quest or Bandit Unresteach day additionally recovers 10 >> 20 Stamina to all Heroes in the Hero's Troop

 

3. [5★ - Shu - Jiang Wan] Policy "Abundant Provisions and Soldiers"

Original Effect (Lv.1→Lv.10)

For every 10,000 Strength in your Force's City, its facilities' yield increases by 2.5% >> 5%

Effect after Adjustment (Lv.1→Lv.10)

For every 10,000 increase in a Force's City's historical Maximum Strength, its facilities' yield increases by 2.5% >> 5%

 

4. [5★ - Qun - Ma Chao] Policy "Gallop to Northwest"

Original Effect (Lv.1→Lv.10)

Increases the EXP of all troops of your factionby 20000 >> 40000 when they are drilled in Liangzhou; increases the EXP gained by all Cavalry Heroes of your faction by 5% » 10% when fighting in Liangzhou

Effect after Adjustment (Lv.1→Lv.10)

Increases the EXP of Troops containing Cavalry Heroes of the Forceby 20000 >> 40000; increases the EXP gained by all Cavalry Heroes of your faction by 5% » 10% when fighting

 

5. [5★ - Han - Zhu Jun SP] Policy "Suppress the Yellow Turban"

Original Effect (Lv.1→Lv.10)

Increases the Durability Cap of Military Facilities with Military Staff appointed by the Force by 40 >> 80 and increases the March Speed of your troops by 10 >> 20

Effect after Adjustment (Lv.1→Lv.10)

Increases the Durability Cap of Military Facilities with Military Staff appointed by the Force by 40 >> 80 and increases the March Speed of your troops by 25 >> 50

 

6. [5★ - Wu - Sun Luban] Policy "United in Bounty"

Original Effect (Lv.1→Lv.10)

Increases forces' tax by 2000 >> 4000. If ministers in administration belong to the same faction, tax is increased by an extra 1000 >> 2000, but if they belong to different factions, it is reduced by 1000

Effect after Adjustment (Lv.1→Lv.10)

Increases Force Tax by 2000 >> 4000. If ministers in administration are from the same factions, tax is increased by 1000 >> 2000

 

7. [5★ - Legends - Yuan Shao] Policy "Generous Policies"

Original Effect (Lv.1→Lv.10)

For Force troops located in Jizhou and Bingzhou, the Draft Consumption is reduced by 5% >> 10%, and the Coin Consumption is reduced by 15% >> 30% for draft outside the two states. For land of Lv.5 and below, the yield is increased by 50 >> 100

Effect after Adjustment (Lv.1→Lv.10)

For Force troops located in Jizhou and Bingzhou, the Draft Consumption is reduced by 5% >> 10%, and the Coin Consumption is reduced by 15% >> 30% for draft outside the two states. For land and Quarryof Lv.5 and below, the yield is increased by 50 >> 100

 

The above adjustments will take effect in all seasons after the update on June 24, 2026. Servers launched before 17:00 (UTC+9) on June 22 will gain the following effects from 17:00 on June 24 to 17:00 on July 1 (UTC+9):

1. If you cancel the Administration of [5★ - Shu - Liu Bei], [5★ - Han - Liu Bei], [5★ - Shu - Jiang Wan], [5★ - Legends - Ma Chao], [5★ - Han - Zhu Jun SP], [5★ - Wu - Sun Luban], and [5★ - Legends - Yuan Shao] before 12:00 (UTC+9) on June 22, all Domestic Affairs Points used for Administration (2 Domestic Affairs Points) will be refunded.

2. If you reset the Main Stratagems or discard and dismantle the Stratagems of [5★ - Legends - Lu Bu], [5★ - Shu - Chen Dao], [5★ - Shu - Fa Zheng], [5★ - Shu - Xu Shu SP], [5★ - Jin - Hu Fang], [5★ - Wu - Zhou Tai], 100% of the Stratagem EXP will be refunded and they can transfer their level to another Hero once. The inheritor can reach a maximum of Lv. 40 after inheritance.
