What are Decrees?
They can be used for Building Cities, Reclamation, etc.
Decrees are necessary for actions such as Building Cities, Reclamation, and Drill. After using Decrees, you recover one per hour. In addition, 60 Jades can be used to recover up to 3 Decrees per day.

Construct Subcities to increase the cap
For every Subcity constructed, the Decree cap will be increased by 5. The need for Decrees will rise as the season progresses, so try to build more Subcities.
